YEAR 2020 UNIFIED CARRIER REGISTRATION
FOR ALL INTERSTATE MOTOR CARRIERS AND MOTOR PRIVATE CARRIERS
REGISTRATION FEES HAVE BEEN REDUCED

The Unified Carrier Registration (UCR) Plan and Agreement are part of a Federally-mandated, State-administered program that went into effect September 10, 2007. Under this program, States collect fees from motor carriers, motor private carriers, freight forwarders, brokers and leasing companies, based on the number of qualifying commercial motor vehicles (CMVs) in their fleets. These fees, under federal law, are to be used only to fund state motor carrier safety enforcement efforts. The fees for the 2020 registration year have been approved by the Federal Motor carrier Safety Administration, and registration can begin immediately.

Make sure you are registered before enforcement begins. Failure to register may result in a citation and fines up to $1,000.00. You must register for the calendar year by June 1, 2020 in order to be in compliance with this filing requirement

If you operated as an interstate carrier in the previous year( 2019), and did not register in the UCR for that registration year, you must pay the prior year fees to avoid possible enforcement action. If your company is listed as Intrastate and still traveled outside the state, you will still need to register.

On the UCR Form:

  1. YOU MUST SIGN APPLICATION
  2. YOU MUST MAINTAIN A LIST OF VEHICLES IF YOU SELECTED OPTION B (SECTION 4)* For Audit Purposes
  3. YOU MUST MAINTAIN A LIST OF THE VEHICLES YOU SUBTRACT FROM THE TOTAL AS INTRASTATE USE ONLY (SECTION 4, LINE 2)* For Audit Purposes

*Mandated since 2013, carriers are required to “maintain records adequate to substantiate the information reported by the registrant on its application. A registrant must maintain a list of all its vehicles and those subtracted from its UCR count as set forth on UCR forms 1 and 2 or in some other form.” [UCR Agreement, Section 10 (9)].

Payments by mail may be made in the form of a company, personal or certified check or money order payable to WVPSC (West Virginia Public Service Commission). Please write your USDOT# on the front of your check. And submit both the completed form and check to the address below. A blank 2020 UCR form can be found here.
